OF POSTS: 1TERMS OF EMPLOYMENT:PERMANENT & PENSIONABLEJOB DESCRIPTIONThe Assistant Director, Complaints & Legal Services will be responsible to the Director, Complaints, Investigations and Legal Services in the day-to-day management of the staff and the functions of the Division for effective and efficient handling of complaints and provision of legal advisory services to the commission.Overall duties and responsibilities of the position will entail: -(i) Coordinate and manage staff and functions of the Division for optimal performance.(ii) Developing, reviewing and implementing policies, strategies and regulations on complaints management and legal services for the Commission(iii) Design and facilitation of mechanisms for formal hearings and inquiries on complaints(iv) Development, review and implementation of guidelines on implementation of Alternative Dispute Resolution mechanism;(v) Coordination of drafting and review of legal documents, leases, contracts, Memorandum of Understanding between the Commission and third parties(vi) Provision of advice on all legal aspects of the Commission, regulations and other legal statutes;(vii) Coordination and enforcement of matters of non-compliance with legal and regulatory framework of licenses and other parties with the relevant departments(viii) Coordination of drafting of legal instruments based on policy proposals by the stakeholders;(ix) Conduct litigation and/or amicus briefs in courts, tribunals and administrative bodies(x) Ensure compliance with the policy, legal requirements and provisions in all the undertakings of the Commission(xi) Coordinate provision of Ombudsman Services at the regional offices;(xii) Preparation of statutory and operational reports for the division; and(xiii) Any other duties as may be assigned from time to time.JOB SPECIFICATIONSFor appointment to this grade, a candidate must: -(i) Have post admission experience of eight (8) years; with a minimum of four (4) years’ experience in a managerial position.(ii) Have a Bachelor degree in Law;(iii) Have a Masters degree in any of the following disciplines: - Law, Sociology, Business Administration/Management, Public Administration, Governance or its equivalent from a recognised institution.(iv) Certificate in Leadership/Corporate Governance or Management Course from a recognised institution(v) Be a registered Member to the relevant professional body in good standing(vi) Meet the requirements of chapter 6 of the constitutionCLEARANCE/COMPLIANCE CERTIFICATESApplicants will be required to attach copies of clearance and/or compliance certificates from:• Kenya Revenue Authority• Ethics & Anti-Corruption Commission• Directorate of Criminal Investigations (CID)• A credit reference bureau• Higher Education Loans BoardThe Closing date is on23rd August 2021 at 4.30pmThe Applications should be hand delivered or sent via post to the address below:-THE COMMISSION SECRETARYCOMMISSION ON ADMINISTRATIVE JUSTICE2ND FLOOR, WESTEND TOWERS – WAIYAKI WAYP O BOX 20414 CITY SQUARE 00200NAIROBIOnly shortlisted candidates will be contacted.The Commission on Administrative Justice is an Equal Opportunity employer.
