OF POSTS: 1TERMS OF EMPLOYMENT: PERMANENT & PENSIONABLEJOB DESCRIPTIONThe Assistant Director, Information Communication & Technology will be responsible to the Director, Corporate Services for provision of strategic leadership in the management of the Information Communication Technology function, to enhance efficiency in the realization of the Commission’s mandate.Specific duties and responsibilities will entail: -(i) Provide leadership and advisory in Information, Communication and Technological matters;(ii) Planning, development, coordination and implementation of ICT policies, strategies and standards;(iii) Define standards associated with information management on appropriate hardware and software;(iv) Ensuring data protection and security and disaster recovery;(v) Recording and verification of data on Information Communication Technology facilities for purposes of accountability, inventory control and maintenance as per procedure manuals;(vi) Preparation of routine operations/maintenance and reports on performance of computer hardware and software;(vii) Development of operational procedures and sequences software development;(viii) Management of vendors and network security;(ix) Advise on procurement of ICT equipment in liaison with relevant Government agencies(x) Provision of infrastructure to support E-services(xi) Advise on technological options and challenges to the Commission(xii) Management of Information, Communication and Technology training programmes;(xiii) Design, administration and maintenance of Information Communication Technology and telecommunication projects;(xiv) Provision of ICT technical support and advise(xv) Automation of CAJ processes;(xvi) Overall provision and management of ICT resources at the Commission(xvii) Coordinate preparation of ICT reports and work plans to ensure compliance with relevant legal frameworks(xviii) Any other duties as may be assigned from time to timeJOB SPECIFICATIONSFor appointment to this grade, a candidate must: -(i) Have relevant experience of eight (8) years, with a minimum of four (4) years in a managerial position(ii) Have a Bachelor’s degree in any of the following disciplines: Computer Science, Information Science, Information Communication Technology or equivalent qualification from a recognized Institution;(iii) Have a Master’s degree in any of the following fields: Information Communication Technology, information Technology, Information Science, Business Information Technology or equivalent qualification from a recognized institution;(iv) Certificate in Leadership/Corporate Governance and/or Management course from a recognised institution;(v) Meet the requirements of Chapter Six (6) of the Constitution on Leadership and Integrity; and;(vi) Demonstrate professional competence and administrative capability as reflected in work performance and results.CLEARANCE/COMPLIANCE CERTIFICATESApplicants will be required to attach copies of clearance and/or compliance certificates from:• Kenya Revenue Authority• Ethics & Anti-Corruption Commission• Directorate of Criminal Investigations (CID)• A credit reference bureau• Higher Education Loans BoardThe Closing date is on23rd August 2021 at 4.30pmThe Applications should be hand delivered or sent via post to the address below:-THE COMMISSION SECRETARYCOMMISSION ON ADMINISTRATIVE JUSTICE2ND FLOOR, WESTEND TOWERS – WAIYAKI WAYP O BOX 20414 CITY SQUARE 00200NAIROBIOnly shortlisted candidates will be contacted.The Commission on Administrative Justice is an Equal Opportunity employer.
